Yes, but that's entirely based on subclass and protocol.
We know that there are ff/02/16 devices which are true wwan. For example the E3276. What we don't know, I believe, is whether there are wwan devices using the 1506 pid with this class code. If there are not, then we could add an exception for this combo.
But I don't think we have enough evidence to do that. The 1506 pid is used on a very large number of different devices. Go figure why... But it doesn't matter. That's the reality we have to live with.
