You'll need to look at your own system, to see how it's usually done.
e.g. you could setup a custom systemd service to do so if you're using
systemd; or a custom init.d script to start it on boot and stop it on
shutdown. So, yes, there is a way to do it, but it depends on what
your distribution is.
