Binary is in /usr/lib and /usr/sbin
Also NM is running as a root, but both MM and NM are shutting down due to failures.
NM shuts down complaining that there is no conf file in /etc/NetworkManager/

No, has nothing to do with that.
ModemManager tries to connect to the "mbim-proxy" running in the system, and if there's none, it tries to launch the proxy itself. If it's failing it may be because the mbim-proxy binary isn't installed or something? Where is that binary located in your system?
Also, are you running MM as root?
