No, has nothing to do with that.

ModemManager tries to connect to the "mbim-proxy" running in the
system, and if there's none, it tries to launch the proxy itself. If
it's failing it may be because the mbim-proxy binary isn't installed
or something? Where is that binary located in your system?

Also, are you running MM as root?
