gobi 3000 mc8355 error: couldn't set FCC auth

hi,
i have a gobi 3000/mc8355 with ID 1199:9013 Sierra Wireless in a 
thinkpad 530. i'm on arch linux with 4.7.0.201608131240-1-grsec (or 
Linux 4.7.0.1. result is the same), libmbim 1.14.0-1, libqmi 1.16.0-1, 
and modemmanager 1.6.0-1. i didn't rebuild libqmi with --enable-mbim-qmux.

i created connection profile in network manager for my wwan connection 
but network manager connection attempt fails every time, and quickly. my 
card is in the default mbim mode. the problem seems to be due to:
> error: couldn't set FCC auth: QMI protocol error (26): 'NoEffect'

i'm not certain i have everything setup correctly as this is my first 
wwan modem and the arch wiki is in poor condition regarding this 
specific situation. I've got ModemManager and it's dependencies 
installed and am loading cdc_mbim in mkinitcpio. i also have 
/etc/mbim-network.conf with
> NAME=Ting
> APN=wholesale
> PROXY=yes
if that matters. i have no idea how the proxy works. just tried it and 
left it. :) i intially tried the instructions from the arch wiki page 
for the gobi

(even though i suspected it was for gobis prior to the gobi 3000) and 
had the same fcc auth issue. i uninstalled gobi-firmware and gobi-loader 
and am just letting the kernel handle it with modules as i think the 
3000 should be supported. i don't knbow if i'm supposed to be 
blacklisting any modules, but i'm not right now.

any help is appreciated.
