It seems that CI on Thuraya is simply nonsensical. LAC looks reasonable 
- I'm on spot beam 38, and the spot beam number is the lowest 10 bits of 
LAC.

I have never seen a documentation on what CI on Thuraya is supposed to 
mean, and Thuraya techsupport is basically nonexisting...

The radio protocol Thuraya uses is called GMR-1 and is also standardized 
by ETSI. There is, however, no "GMR-1 07.007" standard that would 
supplant GSM 07.07 for GMR-1 use. So supposedly GSM 07.07 should be 
applicable to GMR-1/Thuraya as well. So the CI response of the XT phone 
looks nonstandard to me...
