I cannot explain it, but udev is now working correctly.

$ udevadm info /dev/cdc-wdm0
P: /devices/pci0000:00/0000:00:1d.0/usb3/3-1/3-1.6/3-1.6:2.12/usbmisc/cdc-wdm0
N: cdc-wdm0
L: 0
E: DEVPATH=/devices/pci0000:00/0000:00:1d.0/usb3/3-1/3-1.6/3-1.6:2.12/usbmisc/cdc-wdm0
E: DEVNAME=/dev/cdc-wdm0
E: MAJOR=180
E: MINOR=0
E: SUBSYSTEM=usbmisc
E: USEC_INITIALIZED=11359074
E: ID_MM_CANDIDATE=1

The modem is now listed

$ mmcli -L
    /org/freedesktop/ModemManager1/Modem/0 [Sierra Wireless, Incorporated] Dell Wireless 5570 HSPA+ (42Mbps) Mobile Broadband Card

but I cannot enable it

$ mmcli -m 0 --enable
error: couldn't enable the modem: 'GDBus.Error:org.freedesktop.ModemManager1.Error.Core.WrongState: modem in failed state'

may this be related to the missing SIM card? I am not going to add the
card, but I would like to use the GPS of the WWAN. It this possible at
all?

Thank you,
Giuseppe
