There's something fishy going on with how events are handled, I cannot
explain it either.

Yes, right now this is a limitation of ModemManager, the modem can
only be enabled if it has a valid SIM card, and setting up GPS
requires the modem to be enabled. I'll work on changing that once the
next stable MM release is out.
