Cinterion MV31-W modem support

I just was told that Cinterion/Thales MV-31W is a branded Foxconn modem.

yes.

A side note: this PCIe card doesn't follow most of the Cinterion-specific commands.
It is useful to classify it under the same plugin, for the sake of finding it later, but it is really a standalone device.
