ModemManager sim-missing error for Sierra EM7565

So I am trying to test Sierra EM7565 using modem manager. I am using Debian 9 (uname -r: 4.9.0-13-amd64) and the version of modem manager is 1.6.4.
When I run the 'mmcli -m 0' command, I keep seeing the 'sim-missing' error. I have verified that the sim card is present by using a qmicli command. I have also tested this sim card on Sierra MC7455 with modem manager (same linux and mmcli version) and it works there.
Any help with regards to this 'sim-missing' error would be helpful. Posting the output from the 'mmcli -m 0' command below (making the sim-missing error bold):
