This is a Thinkpad with original modem? If so, I believe that firmware
version uses the "new" FCC unlock method.  Which means that it requires
a very recent unlock script:

And that script depends on this change in libqmi:

Either build the new libqmi + modemmanager from git main yourself
(assuming you can get away with libmbim and other dependencies from
Debian - or you'll need to build those as well). Or simply wait for new
versions to be released and packaged in Debian. Which probably will take
a few weeks, if I were to guess.

Yes, this isn't easy.  But at least the support *is* coming to Debian in
the near future.  That's not too bad for pretty new hardware with
firmware surprises like the FCC unlock change.
