Please don't mix ModemManager with modem-manager-gui, they're two
completely different projects.
I'm not sure if the modem-manager-gui maintainer is around in the mailing list?

Either way, this totally looks like the FCC lock. As Bjørn suggested
in the previous email, you'll need libqmi and ModemManager git main
branches. I plan to add that latest mechanism also in the next 1.18
stable update, but I didn't find time to do that yet. See also
