I believe this issue was fixed in
https://gitlab.freedesktop.org/mobile-broadband/ModemManager/-/commit/6006dd1d6347d7db449f523387b4b5fb96649531
It was cherry picked as 69bc9a67a3b77f4a4b6f4cebf6b4bfb2f614d680 to
the mm-1-20 branch, and integrated in MM 1.20.6.
If you're up to it, please let me know if 1.20.6 solved the issue.
