[Nice] win32 dir in libnice-master.tar.gz and libnice-0.1.3.tar.bz2 but not in libnice-0.1.3.tar.gz

Hi there,

I need to compile libnice in VS2005 and had some difficulty of
locating the win32 dir from packages at
http://nice.freedesktop.org/releases/. Rohan Garg helped clarify that
win32 support should be in 0.1.3 & up and direct me to collabora,
where I found that:
- http://cgit.collabora.com/git/libnice.git/snapshot/libnice-master.tar.gz
contains the win32 dir
- http://cgit.collabora.com/git/libnice.git/snapshot/libnice-master.tar.bz2
contains the win32 dir
- http://cgit.collabora.com/git/libnice.git/snapshot/libnice-0.1.3.tar.gz
does NOT contain the win32 dir
- http://cgit.collabora.com/git/libnice.git/snapshot/libnice-0.1.3.tar.bz2
contains the win32 dir

Could you please clarify why the 0.1.3 tar.gz package does not have
the win32 components?
