[Nice] win32 dir in libnice-master.tar.gz and libnice-0.1.3.tar.bz2 but not in libnice-0.1.3.tar.gz

Hi,

Thanks for the mail, you're right, the win32 dir was missing! The .tar.gz is
created by doing a 'make dist' and the makefile was missing the win32 directory
in EXTRA_DIST of Makefile.am, that's why it wasn't bundled with the .tar.gz!
I have now fixed it in the latest git master, so the next release should include
the win32 directory.
