[Nice] patch for TURN padding

Hi,
I submit the attached patch for review. I'm using libnice 0.1.1

It enables data padding for compatibility mode NICE_TURN_SOCKET_COMPATIBILITY_RFC5766 as specified in RFC 5766.
Data padding is required for interoperability with standard TURN server.  I've tested the patch with the TURN server from turnserver.org

I will submit few more patches in the next mail.
