You don't.

> --with-system-dicts

Those are all you need. (In theory you even could like without the second
if you threw the internal stuff away after build)

> --with-external-dict-dir=/usr/share/hunspell
> --with-external-hyph-dir=/usr/share/hyphen
> --with-external-thes-dir=/usr/share/mythes

Those are the default settings when you use --with-system-dicts.
