You need the strings during build. The build should not relay on a networking 
connection, so the pootle server is not accessed during the build. Instead, 
the strings are taken from the localize.sdf files that are part of the OOo 
sources. The localize.sdf sources are updated from pootle from time to time. 
The maintainers of the respective localizations are responsible for the 
synchronizations => you should discuss it with them.
