I am back and I will have more time to spend on OpenChrome related issues for
the next few weeks.
Comparing my Xorg.0.log and your Debian 9.3 Xorg.0.log, it appears that there
is still a hidden xorg.conf type file that is specifying the monitor frequency
range.
For example, I do not have the following lines in my Xorg.0.log.

If you have another spare hard drive or SSD, go ahead and install a fresh
Debian 9.3 or 9.4 and see what happens.
