[Openchrome-users] only NTSC modes in VT1626 TV-out modes? -> need PAL

tried again with Roy's version of via_vt162x.h, but this time I had the
BIOS sending the output to the TV-out as well (over S-Video to a PAL
TV). The previous try the BIOS was set to use the VGA-out.

I had *only* "720x576Over" in my xorg.conf, but for some reason the
driver used 640x480 ???? Anyway, the result was a black&white TV screen,
sharp, but a lot of flickering.

I tried again with your full patch, but again X decides there is no TV
encoder present and quits. So there is something in either via_mode.h or
via_id.c that is not good for my Via Epia EN12000e.
