I had the same symptoms and reported it to Ivor. He kindly fixed it :) 
You're using the version of openchrome that come with
dappers Xorg. Which is slightly out of date.

The PAL tv-out mode settings weren't great for the vt1622 was the 
problem iirc.

It should. Compile the latest openchrome svn version and give it a go. I 
use 720x576NoScale with it, a sp13000 and a widescreen
PAL tv with success.
