[Openchrome-users] An experimental patch

Here's the patch as promised which I hope should solve some of the annoying 
issues. I simply added calls to LCDPower in via_mode.c and TVpower in  
via_driver.c for the Leave/EnterVT stuff. I'm not yet clear on how this is 
handled with the Via TV encoders but it seems they don't have LCDPower, and 
I've not yet worked out why TVPower is never being reached, and since both 
outputs can't be active at the same time it made sense for TVPower to be 
called at least when VT switching so I placed the call where I did for now.

As for modes, well I will wait for Ivor to finish adding that stuff to the Via 
TV encoder stuff so I can get a clue on how it works if thats OK. :)
