I decided to spend some of my own time instead of burdening the developers on these issues.  I started by hacking up the patched mplayer to debug my problem further.
So far I've found that the CN700 in the EN15000 (Jetway equivalent) is only being recognized as a non-PRO device.  I have then started to hack up the unichrome driver to see if I could force a PRO detection.  (non-PRO seems to only handle 1024x1024 surfaces and I was trying to render a 1920x1080 HD MPEG2...PRO sets up 2048x2048 surfaces which is large enough).  Its creating the surface alright now but mplayer quickly barfs on some other problem.  I'll keep working it this weekend to debug further.  If I can get a better understanding of the driver and chipset, I can try to take a look at the video out problems you guys are having (although my encoder is different that than the EN1X000 series).
