 Running 'dpkg -S gl.h' on my Dapper partition says this:

 ubuntu-docs: /usr/share/ubuntu-artwork/home/locales-ubuntu/index-gl.html
 mesa-common-dev: /usr/include/GL/gl.h

 So this seems to say that gl.h comes from mesa-common-dev. Have you tried
 'apt-get install --reinstall mesa-common-dev'? Because it should install
 the gl.h file: see the last four lines of 'dpkg -L mesa-common-dev',
 mentioning also /usr/include/GL/gl.h.
