Comment (by michel.kapel at skynet.be):
Seems most strange this is what I get from my Dapper
dpkg -S gl.h
wx2.6-headers: /usr/include/wx-2.6/wx/ogl/ogl.h
ubuntu-docs: /usr/share/ubuntu-artwork/home/locales-ubuntu/index-gl.html
libsdl1.2-dev:
/usr/share/doc/libsdl1.2-dev/docs/html/guidevideoopengl.html
devhelp-book-sdl: /usr/share/devhelp/books/sdl/guidevideoopengl.html
qt3-doc: /usr/share/qt3/doc/html/qaxserver-example-opengl.html
qt3-doc: /usr/share/qt3/doc/html/qaxserver-demo-opengl.html
libqt3-mt-dev: /usr/include/qt3/qgl.h
python2.4-doc: /usr/share/doc/python2.4/html/lib/module-gl.html
libsdl1.2-dev: /usr/include/SDL/SDL_opengl.h
qt3-doc: /usr/share/qt3/doc/html/qgl.html
qt3-doc: /usr/share/qt3/doc/html/opengl.html
Nothing of significance
and here is what I get from mesa-common-dev

Is it the fact that I am using an AMD64 the packages become that different
??
I try to keep my Dapper up to date but if it's any help
mesa-common-dev version is 6.4.1
