It depends both on the TV and on the TV encoder setting. Unfortunately,
there's no way to tune the tv encoder at the moment, so your only option
would be to play with the tv settings (if your tv allow to tune image
size, position, etc...))

Please provide xorg log and conf, it may be possible to get around that.

Tv out is unrelated to DVI out. Even if the DVI output is restricted to
some maximum resolution (I'd rather think it's limited by the bandwidth,
but nevermind...), this should not impact the tv out capabilities.

The DVI encoder is currently more or less unsupported anyway, for now at
least, except thru VBE modesetting, which is all but flexible and reliable.
