Yes, the page is uptodate, no hardware mpeg acceleration for CX700 yet.
No ETA.

Well, openchrome is a community project and doesn't have a lot of 
developers. Nobody gets paid to do anything. You'll have much more 
chances to get what you want if you get involved.
