Licensing has never been a problem. The problem is the lack of available 
documentation, even under NDA. VIA cannot provide documentation because 
of patents/IP concerns. This is being worked on at the moment, but no 
ETA, sorry. One can still reverse engineer VIA's binary, but given the 
available manpower, I will not hold my breath.
