The PKG_CHECK_MODULES seems not to have been processed correctly.
Maybe your autoconf or m4 programs are too old?
$ autoconf --version | head -1
autoconf (GNU Autoconf) 2.61
$ m4 --version | head -1
m4 (GNU M4) 1.4.10
