 yes. i did that. i've modified the file. It looks like a bug in the client.

I couldn't fill a bug report on Gentoo's bugzilla related to svn. It didn't worked today...maybe tomorow.
I think the bug hits only the users behind proxies(those who modify the file you mentioned). I'm one of them.
