Unfortunately, no. Most of this information is regarding 9.04 and older.
E.g. via-sdmmc is now part of the standard kernel and e_powersaver should
not be used at all:

There is just one way to disable acpi-cpufreq for a original Ubuntu Kernel
- Completely disable ACPI. Therefore you have to add "acpi=off" to your
kernel boot parameters. But thia disables all ACPI features, so you may
want to compile the kernel on your own.

And as you already recognized, you have to disable the kernel config
option CONFIG_X86_ACPI_CPUFREQ.
