 Found a triggering condition.

 The green flashing effect is ''much worse'' when video-out is enabled for
 the session on the affected system.

 If video-out is enabled, the flashing is constant.

 If video-out is disabled on the affected system, I still see an occasional
 flash, maybe once every minute or so.
