Here are just few contributors. It would help if no one is rejected in 
the first place. Distribution comes, but later.

When each backend and frontend module tells abouts its license in machine 
readable form it will be easy to just allow intented cooperation and 
reject others.
Selection for license compatibility is usually done during programming. 
Why not at runtime?
