[Openicc] Proposal section for OpenIcc wiki

Hello,

in continuing the specification process, I placed a 'Proposal'
section on our wiki. I moved the ICC part as sub section below the 
'Proposal' one. The other pages are not touched.

The first entry is the profile paths proposal, for comments.

The page was created to write down, what almost was discussed here on 
list.
