I like this idea. It annoys me that Mac OS X does not have a way for an admin to "push" settings related to color to other users. I like the idea of an admin able to push settings to some or all users. And optionally lock them so lower priority users can't change them. If not locked by the admin, of course users should be able to choose different settings than the admin supplied.
