Or do you mean put the licence into the Description signal, something
like adding a:

s=eula

And therefor the user has to agree to it before the transaction is
queued, and can be shown in the package UI?

This is the best course of action.. according to the zypp developers, the
license is available as soon as the metadata is available. (its always
available, its just normally blank if there's no EULA, which is normal,
since if the license is GPL or similar, there's no EULA)
