[packagekit] Moved PackageKitBaseBackend in the packagekit python module

I have move packagekit/__init__.py into packagekit/frontend.py and added 
a blank __init__.py.
I have made the python/pkt use import packagekit.frontend and renamed it 
to pk-frontend-test.py
