Well if it's not a restart, then DBUS is restarting all the services....
and this happens since i know Debian...

i don't have anymore the aptitude safe-upgrade i did..
but it was like that (on Debian lenny)
Restarting|reloading dbus (now i'm not sure)
stoping hal [ok]
stoping networkmanager [ok]
starting hal [ok]
starting networkmanage [ok]

all my Debian boxes do that.
so maybe the best is then to contact DBus package maintainer
and ask him to remove this behavior?

Debian doesn't restart dbus, it tells it to reload its config.

This doesn't bring the system crashing down, but it can have
some more subtle problems.
