We have something similar http://software.opensuse-community.org/web/
which is a work in progress which imports information from rpm-md
repositories and potentially other sources & allows users to edit the
application details, add comments, ratings, screenshots, icons etc.

People can also define their own new applications by selecting the
package(s) that provide that application.
