Right, that's something that got put on the TODO and never escaped back
into the real world.

I think it makes a lot of sense, but as long as the use cases are
correct. Do we get build deps for a package or a file? Does the package
have to be installed?

If someone is willing to do the work for this feature, I would gladly
review it and commit it into 0.4.x.
