[packagekit] This dialog sucks

I don't like that this is shown at package install time, it seems
to be disconnected from the time when the decision should be made,
and that disconnect decreases the chance that the user will be able
to respond intelligently. If the user was prompted when adding the repo
then they should be able to tie the two things together better.

Granted, when adding a repo it is usually to install some package
from it, and so whether the prompt comes a minute earlier or later
doesn't detract from the "You are trying to do something, click
here to do it, or here to not do it" nature of the dialog that is
very difficult to avoid.
