[packagekit] Packagekit not using yum plugins?

PackageKit explicitly disables the rpm-warm-cache, remove-with-leaves
and auto-update-debuginfo plugins, but otherwise other plugins are run
like normal. I'm not sure how the yum-plugin-protect-packages code
works, but it might need tweaking to work with PackageKit.

It might be good to email the authors of the plugin to see whether it
tries to do anything insane, like opening the display / console and
asking questions.
