gksudo gedit /etc/PackageKit/PackageKit.conf
And then set backend to "aptcc". As alternative you can run the daemon
manually, passing aptcc to the backend parameter.
Btw: Are you sure your Maverick was configured correctly? The software
works well on my machine.
