What do you mean with "on Launchpad"? Packaging for Debian is ready and
pending upload at time (and will be in Ubuntu Oneiric then)
You can also always fetch new build of PackageKit modules from my PPA:
http://launchpad.net/~ximion/+archive/packagekit
GPK 3.0 will show up there as soon as the automatic builds have completed.
