I considered ONLY_DOWNLOAD initially, but I wanted a name that implied
more than that. PREPARE is meant to mean download and get everything
ready, so in Zif I could move the downloaded files to a different
directory, or pack them in a tarball, or even prepare a solv file for
depsolving. Basically "prepare the transaction for later resuming".

That said, if the consensus is "prepare is a silly name" then I'll change it :)
