Yes, IMO this is the main problem a good name :P aptd had one
that wasn't that bad but I can't recal.

BTW can you change this enum name to DOWNLOAD_ONLY?
I was thinking about this a lot these days because of that
systemd link, and now that you added I'd just change the name.
