[packagekit] Branching today

This sounds great!
I'll probably manage to write the missing bits today, but if this
doesn't work they'll be ready tomorrow :)
Branching is also good so we'll have a stable branch (PK 0.7.x) in
Debian Wheezy, which will be frozen in June.
