There is so much duplicated code here that doesn't apply to this test.

We really need an fbo-integer-formats test that tests rendering and
readpixels to whatever internalformat, to be confident of
GL_EXT_texture_integer in general.  Then we could just add this format
to the required-texture/rendebuffer-attachment-formats test.
