[Piglit] Updates for Windows

First patch looks OK. I'll commit it.

But for the 2nd I don't think that adding instructions to download and run an email attachment from a mailing list is a good idea.

Is wglinfo really a requirment? Or will piglit gracefully handle it if it's not there?
