[Piglit] [V2 0/8] more ARB_explicit_uniform_location tests

Hi;

Here's v2 of the "more ARB_explicit_uniform_location tests". I corrected
the errors reported by Topi and Anuj and tried to simplify overall all
the tests where I could. There is also additional test 'array-outofspace.c'.

These are skipped with current Mesa as it does not have the extension, 
however they all pass with following branch if want to test run:
